Abstract

The Soviet nation has entered the third, decisive year of the five-year plan. On the basis of successes attained and considering the problems that are still unresolved, the Communist Party has outlined the basic directions and has defined concrete ways of implementing the Ninth Five-Year Plan. In his report on the fiftieth anniversary of the USSR, L. I. Brezhnev pointed out: Today the main task is to sharply alter the orientation, to shift the emphasis to intensive methods of economic management, and thereby to bring about a substantial rise in the effectiveness of the economy. The point is that to an ever increasing degree, economic growth must be due to increased labor productivity and to the acceleration of scientific and technical progress.
