Abstract

The party and the government are ever mindful of the task of securing balanced economic growth. The decree of the Central Committee of the Communist Party of the Soviet Union and the USSR Council of Ministers On the Improvement of Planning and on Intensifying the Impact of the Economic Mechanism on Increasing the Effectiveness of Production and Improving the Quality of Work states that — starting with the Eleventh Five-Year Plan — a stable five-year capital construction plan balanced with the resources of materials, technological, and power equipment, labor and financial resources, and the capacities of construction-installation organizations will be ratified.
