Abstract

In the context of climate change, heatwave events are becoming more frequent, severe, and prolonged, exacerbated in urban areas by the effects of heat islands. The need for summer thermal comfort and coolness emerges as a major health issue. This study is based on exploratory research conducted with 33 stakeholders involved in heat and cold networks, aiming to understand how these stakeholders engage with the debate on heatwaves and what solutions they envision. We identify that the limited growth of cold networks is due to the absence of climate-related considerations by key actors, even though these networks offer a solution to mitigate climate change and adapt to heatwaves.
