Summary. — Duisbourg, steel capital of the Ruhr, is experiencing severe financial difficulties. The steel crisis and the consequences of urban emigration have been aggravated by certain regional and national financial reforms, company tax relief, slow growth of public subsidies and increased social costs because of unemployment. The land also sets severe limits on new loans. In order to extricate itself from this difficult situation Duisbourg is implementing a short-term policy of cutbacks coupled with a strategy of economic renewal in the longer term.
