Strating with the situation of the international communications since the middle of the 19th century - caracterized by the british cables supremacy - the author examines the action of the french administration at the beginning of the 20 th century in this strategic field transformed by a new technology, the radio. In fact the action of the french administration was not unify. The army, the navy, the Post and Telegraph administration and the colonies shown concern about their own interest. At the beginnings of the first world war France did not have the telegraphic international network necessary for its Empire, its diplomacy and its economic development. The french radio industry, despite the high level of its technology, was embarrassed by the monopoly to develop its action.
