Abstract
This article discusses the dynamics of social development, the tension of social relations, the rapid development of information technology, scientific and technological progress in society and the state. Thus, actualizing the issue of its reform, transformation and construction. Given the above, in this scientific and analytical article, on the basis of researchers, an analysis of public councils in the Republic of Kazakhstan is carried out. In this regard, the purpose of the article is to study the structure of public councils, the functions of public control, the implementation of public monitoring, conducting public examinations and involving the population in management processes at various stages of the development of Kazakhstan’s statehood, and increasing the transparency of government bodies. In the process of research, various points of view are expressed, author’s ratings are given.

Summary
In this scientific and analytical article, on the basis of researchers, an analysis of public councils in the Republic of Kazakhstan is carried out. И институт общественных советов, а также их деятельность могут рассматриваться в качестве одного из наиболее перспективных инструментов модернизации казахстанского общества, запускаемой в действие в рамках Плана нации «100 конкретных шагов по реализации пяти институциональных реформ». Целью проведенного исследования явилось изучение процесса модернизация социального управления в Казахстане, в качестве инструментов реализации которых были задействованы Общественные Советы, а также выявление влияния социальных преобразований на деятельности человека. Также в процессе образования общественных советов и принятия решений относительно их компетенций не могут принимать участие органы непосредственно подчиненные и подотчетные Президенту Республики Казахстан и органы местного государственного управления. Одновременно с этим, необходимо отметить, что, несмотря на то, что решения общественных советов носят рекомендательный характер, они являются обязательными для рассмотрения государственными органами
