Introduction to the Process of Implementing the Power List System in China

Abstract

After the third plenary session of the 18th CPC central committee, the power list system was established as a national institution, provinces and municipalities throughout the country have started to explore this work after guidance document issued in March 2015,and introduce this system to grass-root government after 2016. From the specific measures to regulate the local governments’ administrative power, to the implementation as a national system after the third plenary session of the 18th CPC central committee, the system of power list has roughly experienced three stages of local autonomous exploration, central leadership experiment and the further implementation throughout the country. Through combing the related events and documents, reviewing the main process of power list system’s implementation, this article wants to make clear the main functions and significance of the implementation of the power list system, and find the correct direction for further implementation.
