Abstract
This paper presents a management strategy focused on the intelligent use of information based on the implementation of proactive methods and practices using data acquisition, supervision and control aimed at reducing electricity expenditure in public institutions. The article proposes the implementation of an energy management system emphasizing the opportunity of (i) control of energy expenditure, (ii) awareness of the agents involved in the rational use of energy and (iii) reduction in costs associated with management by the demand side. The main steps necessary for the implementation of a system based on NBR ISO 50.001 / 2018 (1) will be described, focusing on the characteristics of a public institution of higher education. The article also presents a case study of electrical energy contracting for a public company, the Brazilian Air Force Unit in Santa Maria, where new optimum demand values were established for peak and off-peak periods from the consumption profile and the contracted energy and demand tariff values. The result was positive with a reduction in cost compared to the initial scenario, with the possibility of increasing this result through the implementation of an energy management system, demonstrating that investment in management based on information and methods for intelligent decision making is the way to the rational use of energy with cost reduction in public buildings.
