Abstract

Goal. The article is devoted to the study of ways to minimize the risks of reducing human potential in the environment of increasing global competition for it and the new recombination of human capital requirements. Methods. Historical and risky approaches, index analysis, system modeling, and institutional analysis were used to address the research objectives. Results. A possible variant of minimizing the risks of human potential reduction in Ukraine is revealed on the basis of its economic actualization by means of anti-risk public policy and institutionalization of human capitalization mechanisms for the benefit of its carrier. Institutions for constructively balancing the interests of different categories of population and institutional actors should become instruments for shaping and implementing such policies; territorial-hierarchical systems of public procedures for fixing the basic parameters of human development and its social capitalization; mechanisms for minimizing the risks of national public policy for the economic actualization of human potential, etc. Scientific novelty. A logical and descriptive model of institutionalization of mechanisms for minimizing the risks of economic actualization of human potential is proposed. Practical importance. Implementation of anti-risk public policy and institutionalization of human capitalization mechanisms will allow its bearers to achieve the desired self-realization, increase the public's inclination to adopt new and entrepreneurial sustainable growth strategies, and ensure the inclusive nature of the transformation of the Ukrainian economic system.
