Abstract
With the acceleration of the process of the popularization of higher education in China, people pay more attention to higher human resource management. The results of the successful experience of higher education from the western developed country shows that high quality of higher education and the high level of human resources management in Colleges and Universities need incentive mechanism and incentive method of efficient management of human resources. It is the important measure to improve china's higher education quality and level to put forward human resource incentive plan based on higher college development strategy, to establish and enhance the incentive mechanism, to innovate incentive method, to develop the organization performance mechanism and to explicit the main body of implementation of human resources development and management.
