IMPROVEMENT OF ORGANIZATIONAL AND ECONOMIC MECHANISM OF VEGETABLE INDUSTRY FUNCTIONING AS A FACTOR OF ECONOMIC SECURITY OF NATIONAL ECONOMY

Abstract

The vegetable industry, in conditions of integration into the European and world economic space, needs further improvement of the organizational and economic mechanism of management as a factor of the economic security of the national economy, which ensures a close connection of the production, processing and marketing of products, the formation of marketing and information structures, the development of specialization and concentration Production, co-operation and agro-industrial integration. Therefore, the solution to the problem of improving the organizational and economic mechanism of the functioning of the vegetable industry, as a factor of economic security of the national economy, is relevant. The essence of the study is the need for a deep analysis of the components that form the organizational and economic mechanism of the functioning of the vegetable industry in the aspect of economic security of the national economy. The vegetable industry in Ukraine has a rather powerful potential, which needs to be preserved and augmented. To solve the actual problems of its functioning can create association of producers of vegetable products. Being a nonprofit organization, the association will coordinate the activities of its participants, will contribute to the achievement of their strategic objectives, while not restricting their economic and economic independence. With the aim of securing economic security, the mechanism of the relationship between producers of vegetable products and processing enterprises needs to be improved, since in the chain of relations, the producer – the processor – the consumer practically lost long and stable interrelations, poorly developed mechanism of contracting. In order to provide the population with food products, and processing enterprises with raw materials, it is necessary to unite the efforts of producers of vegetable products, their processors and trade. To interest producers of vegetable products in its implementation, processing enterprises need to calculate for the supplied raw materials was made immediately after its receipt at cannery. Payment of raw materials after the sale is disadvantageous to agricultural commodity producers, as it puts them in dependence on the work of processing enterprises. Often, there are cases of untimely settlement for the raw materials supplied to the processing enterprises. Therefore, it is expedient in the contracts for the supply of open-air vegetables to cannery plants to provide for measures of liability for failure to comply with the terms of the contract, including for late payments. In order to regulate prices for vegetable products, it is expedient to use a price mechanism that provides free and contractual prices with regulated guaranteed and mortgage prices. The use of guaranteed prices will help protect domestic producers in a market economy and stimulate the growth of agrarian production. In order to improve the economic security of the national economy and increase the efficiency of the region's vegetable processing enterprises, the capacity of their production capacities, it is necessary to carry out work on provision of their raw materials in the necessary assortment. For this purpose, raw material bases around cannery plants should be restored in Cherkasy region. Improvement of the organizational and economic mechanism of functioning of the vegetable subcomplex in Cherkasy region as a factor of economic security of the national economy will enable organizationally to combine the technologically interrelated actors for the production of the final vegetable production and bring it to the consumer, with the achievement on this basis of high economic results.
