Import Substitution In The Customs Authorities Of The Russian Federation

Abstract

The article analyzes the state of implementation of import substitution of information and communication technologies in the customs authorities of the Russian Federation. At the same time, foreign software tools used in customs authorities have been identified, which are subject to replacement by domestic analogues (Oracle database management system, Oracle BI analytical tools, Windows and VMware operating systems, software for the transport platform for guaranteed delivery of electronic messages IBM MQ, etc.); the requirements of the customs authorities for import-substituting software products have been formed; an assessment of the relevant domestic software that can participate in the import substitution program of information and communication technologies of the customs authorities has been carried out. Testing and evaluation were carried out in relation to the following domestic developments: PostgresPro database management systems, BI platforms, a number of domestic operating systems, software of the Transport technological subsystem “Factor-ESB”. The results of testing and evaluation of domestic software made it possible to exclude a number of domestic software products as non-compliant with the requirements of customs authorities, identify software products that most meet the requirements of customs authorities and determine the directions of their refinement and (or) modernization.
