Abstract
The level of civilization of a society is determined by the value and significance of an individual as a person, and this, in turn, follows the context of determining the degree of satisfaction of human rights and the compliance of these rights with worldwide established norms. In order to determine and assess the state of the humanitarian sphere as one of the components of the life of modern personality and one of the most important objects of the public management of developed countries, the humanitarian policy of Ukraine is explored in terms of identifying the components, objects, entities and priorities. The components of the humanitarian policy include: language policy, educational policy, scientific and technical and innovation policy, cultural policy, the policy in the sphere of spiritual development, the policy in the field of religions and state-confessional relations, ethnic and national policy, information policy, health policy, the policy in the field of physical culture and sports as well as youth policy. The identification of these components of humanitarian policy is carried out on the basis of the definition of the main categories in the humanitarian sphere, which are provided in the reference literature on public management and their further correlation and harmonization in order to develop the theoretical and methodological principles of public management in the humanitarian sphere. The introduction of certain provisions of the New Public Management and Good Governance world trend concepts in practice in the activities of public management entities, in particular, regarding accountability and increasing the transparency of their activities, allows, on the basis of monitoring of the results of their activities, to determine the priority directions and the humanitarian policy objects in the context of its identified components, and establish their formalization from the standpoints of the public request for European integration.
