Abstract
The scientific article is devoted to studying the peculiarities of the evolution and transformation of the administrative and legal status of the Ministry of Youth and Sport of Ukraine. In particular, special attention in the article is payed to the administrative and legal status of central executive bodies, which were responsible for the formation and implementation of state policy in the field of youth, physical culture and sport during the period of Ukraine’s independence. The scientific article notes that within thirty years after the proclamation of Ukraine’s independence, the system of central executive bodies in general and the relevant public administration body in the field of youth, physical culture and sport has undergone radical changes. In particular, it was determined that the central executive body that formulates and implements state youth policy and policy in the field of physical culture and sport has the status of the Ministry, the State Committee, the State Agency. In addition, it was combined with other areas of government, such as education, science, culture, tourism, etc. In our opinion, all the above-mentioned has led to problems while implementing proper public administration in the fields of youth, physical culture and sport. The scientific article also outlines the shortcomings in the functioning of the Ministry of Youth and Sport of Ukraine, primarily related to duplication of powers with other central executive bodies. As optimizing the system of central executive bodies did not always take into account all the nuances of sectoral governance, that led to legislative conflicts and gaps. In our opinion, the above-mentioned problems have led to the improper functioning of the Ministry of Youth and Sport of Ukraine in its various modifications and in accordance with the problems of management in the field of youth policy, physical culture and sport.
