Abstract

The paper deals with the theoretical and methodological principles of public management of formation and implementation of the national anticorruption policy as a direction of reforms in the system of public power. Recommendations to improve the principles of regulatory, organizational and institutional support for the implementation of anticorruption policy of the state in the conditions of the transformation of Ukrainian society are developed. It is substantiated that the methodological algorithm for scientific research on the formation and implementation of the national anticorruption policy is based on the integration of the following areas: institutional and legal (legislative and regulatory means and methods of counteraction to corruption), organizational and managerial (functionality in the distribution of powers and control), axiological (values of civil servants), ethical and cultural (professional environment of public service) etc. It is proved that in the conditions of the formation of a system of counteraction to corruption in the state, the development of rational models for its improvement, the national anti-corruption policy is a mechanism for maintaining the system of public management in stability and balance. The role of legal mechanisms of state regulation as the basic component of national anticorruption policy is substantiated. It is proved that from the standpoint of the organizational and legal aspect of public administration the decisive goal of anticorruption policy is to prevent and counteract corruption in the system of public administration. At the first level of public administration, the rules, procedures and regulations of the service on combating corruption should be set as established by the relevant laws of Ukraine: “On the Civil Service”, “On Central Executive Bodies”, “On Local State Administrations”, etc., as well as by the norms of criminal and administrative law. At the second level, there are means and ways of combating corruption, in particular: increasing transparency in the activities of state bodies, ensuring human rights and freedoms, creating conditions for economic development, ensuring European social standards and welfare of the population, reducing the level of corruption in Ukraine and eliminating the causes and the conditions that it causes, openness and transparency in making decisions and making them public in mass media, conducting public polls and discussing them before their adoption.
