Abstract

The work that follows has as thematic the extractivism and the processes of institutionalization of the State actions considering particularly the experience of a traditional extractive community of the State of Sergipe, the “Catadoras de Mangaba". In view of this, we set out to problematize the historical course of this group, showing the stages of the institutionalization processes already overcome, considering the theoretical debates on the institutionalization of public policies, in order to describe the current conditions, the advances achieved and the future challenges towards a better structuring of actions of this nature. For that, a bibliographical research was carried out, and scientific and theoretical debates were considered as research references. The results allow us to identify the roles of the legal norm and other stages of institutionalization of efficient public policies, considering the case of the analyzed community, and the proposition of paradigmatic changes of approaches in the elaboration and execution of public policies that aim to guarantee the maintenance of communities traditional and regional biodiversity.
