Evolution of ukrainian national security strategies during the years of independence through the prism of ensuring the economic security of the state

Abstract

The article reveals the evolution of Ukraine’s national security strategies during the years of independence. It is determined that at the state level a number of issues related to the creation of the most effective system of economic security of the state within the existing at different stages of statehood National Security Strategies of Ukraine, both at the legislative level and in the functioning of relevant competent state bodies. The content of ensuring the economic security of the state in the four strategies of national security of Ukraine is revealed. It is determined that the main goal of the National Security Strategy is to ensure a level of national security that would guarantee the progressive development of Ukraine, its competitiveness, ensuring human and civil rights and freedoms, further strengthening the international position and authority of our state in the modern world.Internal and external threats to national security in the field of economic security are studied. The state of implementation of national security strategies of Ukraine is analyzed and it is concluded that the purpose and goals of most of these strategies were not achieved due to: critical weakening of the main institutions of state power; growing protest mood in society; high level of corruption; some distortion of the basic mechanisms of public administration, which were to ensure the rule of law and strict compliance with the law; to some extent, low responsibility of the subjects of national security of Ukraine for the implementation of the tasks assigned to them; possible non-transparency of the main directions of expenditures on national security and defense; lack of effective control in the field of national security with the involvement of civil society institutions.It is stated that the new National Security Strategy of Ukraine 2020 significantly eliminates the existing conceptual uncertainty and inconsistency in the assessment of real and imagined threats and challenges facing our state, as well as ways and means of effective counteraction.The directions of increase of efficiency of legislative fixing of maintenance of economic safety of Ukraine are defined.
