Abstract
The right to housing is one of the fundamental rights of a citizen. According to Article 75(1) of the Polish Constitution, public authorities shall pursue policies that promote the satisfaction of citizens’ housing needs, in particular by preventing homelessness, supporting the development of social housing and supporting citizens’ efforts to obtain their own housing. Admittedly, a number of programs have been recently introduced to achieve these goals. However, an analysis of the solutions proposed and an assessment of their effects lead to the conclusion that the initiatives undertaken in this area are characterized primarily by fragmentation and lack of consistency in the implementation of the solutions adopted. The purpose of this paper is to analyze the proposals of the currently processed Law on State Aid to Savings for Housing, in the light of the programs implemented to date, and to assess the proposed solutions in terms of their potential effects on the state economy.
