Abstract

"This article represents an attempt to develop a viable means of evaluating the effectiveness of principals' professional behavior. It is based on the assumption that principals, in conjunction with their administrative superiors, can estab lish attainable annual goals and that their ef fectiveness is measurable by the extent to which those goals are accomplished."
