Abstract
A few years after the definite introduction of outcome-oriented public management in Canton Aargau, the members of the parliament of Canton Aargau commissioned an evaluation of this administrative reform, placing a particular focus on its political accountability. The mandate also encompasses an inter-cantonal comparison concerning this question. This paper discusses the aforementioned evaluation. The results of the evaluation were positively received by the involved. Members of the parliament of Canton Aargau and the governing council are now revising the identified weaknesses and aim to develop and improve outcome-oriented public management.

Summary
Die kurzfristigen NPM-Steuerungsinstrumente, wie die Globalbudgets und Leistungsaufträge, legen die jährlichen Inputs (Ressourcen) und Outputs (Leistungen) sowie Outcomes (Wirkungen) des staatlichen Handelns fest. NPM entspricht einer Output/Outcome-Steuerung, im Gegensatz zu der traditionellen Input-Steuerung, weil dabei der Fokus auf die zu erbringenden Leistungen und Wirkungen gelegt wird. Für den Voranschlag beziehungsweise das Budget hat dies zur Folge, dass dieses nicht mehr nach Konten sondern nach Kreditarten gegliedert ist und quasi die Summe der Globalbudgets umfasst. Auch für das Parlament (Grosser Rat) brachte die Staatsleistungsreform verschiedene instrumentelle Änderungen, welche wie folgt zusammengefasst werden können: Neu eingeführte Steuerungsinstrumente Steuerung der Aufgabenbereiche. Den rollenden Aufgaben- und Finanzplan mit Budget, der die beiden bisherigen Instrumente Finanzplan und Legislaturplanung ablöst, kann der Grosse Rat nicht nur zur Kenntnis nehmen, sondern genehmigen.
