Abstract

On March 4, 2022, the European Commission imposed sanctions on cross-border cooperation with Russia as well as Belarus. The author evaluates actions of the Commission as one of the parties to relevant agreements. The author proves that the sanctions will affect not Russia, but the beneficiaries in the EU member states. The ongoing search in the EU for opportunities to reorient finances to solve pressing problems related to the influx of refugees from Ukraine will lead to rejection of the priorities of sustainable development in the neighborhood policy put forward earlier by the Commission itself.
