Abstract

From an homologous form to the brasilian society general reality, using aproduction systems diagnostic, in the 2004/2005 harvest, for a sample of 13% from the totalpopulation, we observed in the Rio Grande do Sul settlements, a differential income (in thiscase, agricultural) between white and non-white people. The discussion results has permittedto perceive that the simbolic domination process (the racism) in agrary reform works bymeans of a settled ideal-type construction (the european origin farmer), tending to promotethe desmoralization, individual and coletive, of the called “brazilians” – more inclined to anprovisioning economy –, as the destiny effect that engender among the stigmatizated, evenin the same (non) action of the development agents. Such situation has proportioned todevelop a discussion turned to analysis of the universalistic public policy contraditions thathas ignored the ethnic bias.
