Abstract
The time prior to the onset of dynamic event is estimated on the basis of viscoelastic models and the Coulomb - Mohr criterion under active and passive loading of block medium. The viscosity of large-scale tectonic faults of the Baikal rift zone is determined with the help of statistic analysis of data on seismic activity and seasonal change in water level.
