Abstract
The administrative-territorial reforms launched in the Republic of Armenia continued with great vigor at the end of 2021. As a result of the administrative-territorial reforms, 441 communities were joined into about 38 enlarged communities. In parallel with the enlargement, changes were made in the electoral system, according to which the elections of the community council should be conducted by the proportional electoral system, and the head of the community should be elected by the municipal council. This marked the beginning of a new phase of the administrative reform, the aim of which should be the establishment and continuous development of the local self-government system.
