Abstract

In terms of the National Security and Defense Doctrine, the rule of law is expressed as the democratic constitutional State of law, in which the supremacy of the Political Constitution governs in the course of the republican life of Peru. Every modern and orderly society imposes the law before the illegal actions that some of its citizens may incur, since the rights of other people and national interests are of greater preeminence before the violence that is the consequence of any protest. Despite this perogrullo truth,it is necessary to find an adequate balance that guarantees the protection of individual and collective rights, at the same time that the security of the country is safeguarded
