Abstract

The innovation of service programs that cannot stop schooling for street children and dropping out of school is one of the innovative programs for the Palembang City Education Service Filial school. The program, which was initiated in 2019, was initiated by the Palembang City Government in collaboration with other relevant stakeholders in order to reduce the zero dropout rate for school dropouts and street children to continue their education. Currently, the city of Palembang is ranked 11th in the dropout rate for Elementary Schools (SD) throughout Indonesia.
 This study analyzes the effectiveness of non-stop school service program innovation for street children and school dropouts in Palembang City. Using qualitative methods, as many as 13 informants, with data collection techniques included: interviews, observation, literature study, and documentation.
 Based on the analysis, it is concluded that the Non-Stop School Service Program (POLTABES) for Street Children (ANJAL) and School Dropout Children (APS), in Palembang City, is quite effective. This can be seen from: (a) the availability of regulations/ policies related to the program with the issuance of Perwali Number 20 of 2020. Supporting Factors Supporting factors include: Indicators of clarity of goals to be achieved, indicators of clarity of strategies for achieving goals, the process of analysis and formulation of policies, planning mature, and proper programming. While Inhibiting Factors include: Availability of work facilities and infrastructure, effective and efficient implementation, and a system of supervision and control.
