Abstract
When providing government agency services, the most important thing to consider is in what ways government agencies can help the community to the maximum. In providing community services, efforts need to be made by all employees of government agencies, not only in the "Front Line Office", but also in the "Back Line Office". Making a Family Card (KK) is very important and only the state civil apparatus (ASN) can process the KK, so effectiveness and transparency to the public at 
 the Denpasar City Civil Registry Office (Capil) is very important in the process of public service. The formulation of this problem is how is the Disdukcapil public service arrangement in Denpasar? And how is the effectiveness of the Disdukcapil ASN service in Denpasar? The research method uses empirical descriptive. The data is processed by quality method. Data sources in the form of primary data through interviews and field observations. The results showed that the Disdukcapil Public Service Arrangement of Denpasar City was civil registration documents such as CoW, Identity Card (KTP), Population Certificate (Suket) of Population including Moving Suket, Birth Suket and Death Suket. The KK is the document that is the most handled in the Disdukcapil City of Denpasar. The effectiveness of the Disdukcapil ASN service in Denpasar City is theoretically good but needs to be improved by the application of a digital system in the procedure of making population documents. Barriers that were found were less responsive at the level of service officers (front line) up to the level of responsible agency. The response to various complaints, aspirations, and expectations of the community was not heard. In addition, the main obstacle is lack of coordination from various service units related to one another. As a result, overlapping or policy conflicts often occur between one service agency and other related service agencies.
