Abstract
The article characterizes educational leadership as one of the basic components of the higher education management system, which is formed by the human management capital of the Netherlands. Legislative educational policies, management documents, reports, as well as scientific research and results of project activities related to strengthening leadership potential in the Netherlands were analyzed. The national and institutional levels of management in the field of higher education are defined. The distribution of functions between national institutions, their features and their place in the national system of higher education of the Netherlands is clarified. The systemic management roles within the higher education institution are characterized.
