Abstract

The Basic Directions of Development of the USSR National Economy between 1976 and 1980, adopted by the Twenty-fifth Congress of the Communist Party of the Soviet Union, and the draft Constitution of the USSR devote a great deal of attention to environmental protection and to the rational use and reproduction of natural resources. The elaboration of the scientific principles of natural resource utilization is highly relevant in this regard. As Comrade L. I. Brezhnev noted in the Report of the Central Committee of the CPSU to the Twenty-fifth Party Congress, scientists must not lose sight of the environmental and population problems that have recently become critical.
