Abstract
China has a population of 1 billion, of which over 0.8 billion live in rural areas. The cultural and scientific quality of this rural population directly influences agricultural productivity and economic development in these areas. Furthermore, the nature of this rural population also influences the process of the modernization and development of the nation. Without a modernized agricultural sector there can be no modern industry, and without prosperity in rural areas, there can be no prosperity in urban areas. Therefore, enhancing education and the quality of the workforce in rural areas is an important undertaking of long-term and strategic significance.
