Abstract
The purpose of the study is to identify the features of the processes of human development in the city of Tambov in the first decade of the twenty-first century. The article identifies the determinants of the development of the human potential of the provincial regional center, the influence of the general change for the country, the trend of social transformation formed in the previous period. The scientific novelty of the research lies in the identification of new trends and specifics of the development of the human potential of the city during the period of socio-economic stabilization. As a result, conclusions were drawn about the formation in the period under study of conditions for improving the quality of life of the city's population, which largely determined the characteristics of the development of human potential in Tambov at the present stage.
