Abstract

Present management concepts allow for the implementation of comprehensive (systemic) solutions, improving the quality of processes in the organization. One such approach is the project management method, developed in the 1940s. Currently the best known approaches are: IPMA, PMI and PRINCE2. Implementation of the project orientation is based on the complex adaptation to the smooth operation of the organization using the project as a tool to achieve a significant part of the objectives. The adoption of the project orientation is possible in any type of organization. With the rise of the concept of New Public Management in the 1990s, more and more attention is being paid to the efficiency and effectiveness of public administration institutions. The purpose of this article is to present the author's model of the project orientation in this type of organizations – PAEM (Projects in Administration Excellence Model).
