Abstract
This study uses the grounded theory method to conduct in-depth interviews with relevant groups in the development of childcare services in Changsha and explores the difficulties in the development of urban childcare services and their solutions. The study identifies two main categories: "imbalance of internal factors" and "obstruction of external environment», which cover four aspects of institutional operation: professional quality, supply and demand imbalance, and misalignment of management mechanisms. To address these problems, this study proposes countermeasures and suggestions, such as improving the childcare service supply system, strengthening support policies, increasing professional talent training, and building a high-level coordination and planning mechanism to promote the healthy development of urban childcare services.
