Abstract

This article discusses how innovations gave diffused over time in the municipal administration in Finland. This is done by presenting first a theoretical frame of reference and then empirical data over eight policy‐innovations in Finnish cities and 39 rural communes. The results show that more research is needed before diffusion of innovations in the municipal administration can be more completely understood.
