Abstract

The purpose of this study is to find the actual state of indoor sports facilities and the government’s responses in the COVID-19 pandemic, and to discuss limitations. The need of this study is to provide the fundamental material for establishing is necessary to establish the risk management and response plan of indoor sports facilities. The scope of the study is limited to the indoor sports facilities running in accordance with 「Installation and Utilization of Sports Facilities Act」. This study suggests the following conclusions: firstly, the government needs to present a risk response plan for overcoming current issues of indoor sports facilities and issues after COVID-19 by recognizing sports environments and social needs; secondly, the government needs to present detailed standards for the stable operation of indoor sports facilities, and to suggest the policy of employment stability and the policy of support. It is expected that this study contributes to the government’s suggestion of a new plan reflecting the needs of the times, rather than expedient measures, such as the government’s regulations and shutdown in the COVID-19 pandemic. It is meaningful as the basic research for a follow-up study.
