Abstract

On February 29, 2020, in Ecuador, the index case of COVID-19 was officially confirmed through a press conference by the Minister of Health of the time; establishing, a definition of epidemic, which caused the government to declare a health emergency on March 16, 2020, through a state of exception in the national territory, which included a curfew, restriction of mobility by the number of plates, quarantine and social isolation. Previously, the W.H.O. On March 11, 2020, it had declared a global pandemic of COVID - 19, after the first case officially reported on December 31, 2019, in a food market in the city of Wuhan, Hubei province, in the great Asian country of China. Because COVID-19 is a disease that directly affects human beings, it has become a real public health problem, regardless of ethnicity, sex, creed, age, and social class; Faced with this situation, the need for intrinsic participation between citizens and local health authorities in an organized manner is established, through the application and development of Community Epidemiology, as an alternative to health promotion and disease prevention. , with community participation in the health system, based on equity, solidarity and innovation.
