Abstract
Institutions providing resources for development goal attainment in Papago-Indian communities are evaluated in terms of their consistency with the abstract goals of community development. Specifically resources are analysed in terms of their location, focus of application, goal orientation, duration, linkage with community organization, and propensity to encourage the creation of new social structures. It is concluded that generally the resources available to Papago communities are inconsistent with the abstract goals of community development. There is sufficient variation in the characteristics of the available resources to allow rational, maximized selection by individuals interested in achieving community development goals.
