Abstract
OVER 300,000 SOVIET JEWS immigrated to the West during the 1970s. Unlike virtually all other immigrant groups, Soviet Jewish emigres have not established viable voluntary organizations. This absence of formal organizations should not be understood as the result of an inability to organize.
