Abstract
The December United Nations Climate Change Conference in Bali, Indonesia, resulted in an agreement on a roadmap intended to lead towards a successor treaty to the Kyoto Protocol. While delegates did not agree that they would set targets for reductions in greenhouse-gas emissions, the Bali accord – and the manner of its achievement – did offer hope that a groundbreaking agreement on combating climate change could be reached in two years.
