This act was the first legislative attempt in the history of this country to give the United States a comprehensive program of security. In brief, the act provides for three coordinate agencies on an equal level: the National Military establishment headed by the Secretary of Defense, established for the unification of the armed services; the National Security Council, composed of the President as chairman, the Secretaries of State, Defense, Army, Navy, and Air Force, and the chairman of the National Security Resources Board, designed to keep abreast of events ...
