Abstract

Chapter 4—Safety Management Systems & Airport Operations: Part I provides a detailed discussion of proactive, systematic, and prescriptive guidelines, policies, and practices for managing safety in aviation. Although aviation is still considered the safest form of transportation, accidents still occur. In 2005, ICAO required SMS to be developed for many types of aeronautical operations, including aerodrome (airport) operations. Historically, safety rulemaking is derived after an accident or incident has ensued. SMS focuses on implementing systems to identify hazards and risks, prior to an accident occurring. Additional benefits of SMS include the development of sustainable standard operating procedures, the implementation of quality control checks and audit processes, and the development of a safety culture. The four pillars of SMS are: safety policy (management’s support), safety risk management (identifying and mitigating hazards and risks), safety assurance (quality control, reporting, and auditing processes), and safety promotion (building a culture of safety through information).
