Abstract

The Federal Aviation Administration (FAA) implements a safety management system (SMS) that provides the nation with the safest airspace in the world. SMS is built on four pillars: safety policy, safety risk management (SRM), safety assurance (SA), and safety promotion. This article discusses SRM including the basic steps and tools for conducting SRM. The SRM process consists of describing the system, identifying hazards, analyzing the risk, assessing the risk, and treating the hazard. SRM tools that aid in the SRM process are the 5 M model, Bowtie model, functional analysis, and preliminary hazard list. The goal of the SRM process is to identify risks introduced by the new system and classify them as high, medium, or low risks. Risk classification is a combination of severity and likelihood of the hazard. High risks must be mitigated prior to implementation. Mitigation is recommended for medium risks. Low risks may be implemented without mitigation.
