Abstract
Modern theoretical research on the rule of law indicates that three footstones must be available to build the rule of law in China: market economy, democratic politics, and culture of the rule of law (rational culture), and no one can be omitted. In modern China, it is relatively easy to build a legal system, but shaping a culture of the rule of law is beset with difficulties. It is relatively easy to create legal provisions on paper, but putting these provisions into practice is another story. An important reason for this phenomenon is the weakness and shortage of the culture of the rule of law in China. Therefore, focusing on and studying issues concerning the culture of the rule of law in modern China (as covered in this chapter) is theoretically valuable and practically significant to comprehensively advance the rule by law and build the rule of law in China.
