Abstract

The location of a chemical plant should be selected based on nearness to markets; sources of feedstocks; ease of transportation; and availability of land, labor, utilities, and services. The designer must understand and comply with local regulations and permitting requirements, with particular emphasis on environmental laws and regulations. Factors to consider in site selection and site layout are discussed. An overview of key U.S. and Canadian environmental legislation is given. Waste minimization approaches should be used to reduce the environmental footprint of the design and minimize effluent treatment and hazardous waste mitigation costs.
