Abstract
On June 20, 2023, the European Commission initiated a change in the rules and increased financial support for Ukraine. The goal of Brussels is to provide consistent, predictable and, at the same time, flexible support for this territory of Europe for the period of 2024-2027. The paper discusses whether the EU's investment venture can benefit Ukraine and harm Russia's Special military operation.
