Abstract

SSCB'nin dagilmasi sonrasi gecis asamasinda olan eski Sovyet ulkeleri bu surecin ekonomik, siyasi ve guvenlik sorunlariyla bulunmaktadir. Cozum icin ikili ve bolgesel isbirlikleri bu ulkelerin gundemlerindeki yerini korumaktadir. Bu kapsamda bolgede cok sayida iktisadi temelli bolgesel entegrasyon calismalarina sahit olundu. Biz bu calismada is- birligine goturen nedenleri, sikintilari, potansiyellerin aktife cevril- mesindeki guclukleri, yaklasim ve tepkileri ele alacagiz. Bu baglamda; ilk kisimda bolge ulkelerinin bagimsizliklarini elde ettikleri donem- deki ve bugunku ekonomileri mercek altina alindiktan sonra ekono- mik butunlesme ihtiyaclari arastirilacaktir. Ikinci kisimda ise dunya- daki butunlesme stratejileri ve Orta Asya ve Kafkasya'daki butunles- me stratejisi irdelenecektir. Bolge butunlesmeleri incelenirken, bolge merkezli ve bolge disi merkezli ayrimi yapilacaktir. Bunlarin arkasin- dan entegrasyonun onundeki engellere deginilecek ve son olarak ekonomik entegrasyonlar baglaminda bolgenin gelecegi hakkinda tahminler yapilacaktir. Calisma, Kazakistan, Kirgizistan, Ozbekistan, Abstract Post - Soviet states, who are in transition process after the collapse of USSR, have economical, political and security challenges in this process. Bilateral and regional cooperation are still in the top of the agenda to solve this problem. With respect to that, many regional economic integration attempts are witnessed. This paper will examine the reasons for cooperation, complications to activate the potentials as well as approaches and responses.
