AUTOTRANSPORT COMPLEX OF UKRAINE: DEVELOPMENT MANAGEMENT ON THE BASIS OF STANDARDIZATION AND CERTIFICATION

Abstract

The purpose. The article is dedicated to the development of the approach and the construction of a model for the use of standardization and certification in managing the development of the autotransport complex on the basis of the systematization of foreign experience and their condition in Ukraine. Methods. In order to solve tasks, a systematic approach, methods of comparative analysis and generalization for studying the experience and state of systems, system analysis and synthesis for the formulation of approaches and the development of a management model were applied in the work. The results. In this work, an approach to construction of a model of using standardization and certification in managing the development of the autotransport complex, namely, their mandatory component in the mechanism of public administration and voluntary component in the market mechanism is formulated. Scientific novelty. An improved model of the use of standardization and certification in the management of the development of the autotransport complex of Ukraine on the principles of the distribution of mandatory and voluntary components is proposed. The mandatory component proceeds from the requirements in the technical regulations, the voluntary component proceeds from the modular system of confirmation of conformity. The practical significance. Using the approach to the allocation of a mandatory and voluntary components in the mechanism of public administration and in the market mechanism will allow making scientifically based management decisions on the development of the autotransport complex in the future.
