Abstract
With the recent Cabinet decision to restructure the telecommunications environment by amalgamating Telecom and OTC arid requiring AUSSAT to be purchased by the aspiring second carrier as some sort of booby prize, the end is in sight for the first experiment in telecommunications competition in Australia. Taking the widest view of telecommunications, all functions of the AUSSAT satellite, including the broadcast television function, must be included. Indeed there is proper and widely based agreement that AUSSAT is first and foremost a broadcast satellite. In this article, however, the emphasis will be on traditional telecommunications services.
