Abstract

This article reflects on the possibility and necessity of appropriating public policy as a paradigm of public management by institutional spaces and leading decision makers. Part of the current stage of governance facing ever more strongly to the improvement of decision making model based on the managerialism procedure and legal advice and adopting the management of public policies. It is noted that although development has been more clearly implemented in academic spaces where increasingly curricula and research projects focus on the study, is very low registration of this adoption in government has progress if you have them on the national stage before in the territories. Is required for adoption a whole set of institutional and technical capacity allows improving competitiveness, governance, transparency and empowerment of the territorial issue. The article is achieved by following a clear investigative process based on three steps: analysis from the theoretical basis for the analysis of public policies, literature review of the conceptual references associated with the question asked and the result memory of participation in management experiences where both public results of previous research experiences as considerations relate from professional expertise from participation in governance processes at local level.
