Abstract
The Bologna Proces presents the effects of reform process and public responsibility for the higher education in the societies depending on global knowledge basis. In addition to this, it has been emphasised that institutional autonomy, partnership role and students are very important in the course of proceeding with the process and it is possible for quality assurance as a central mechanism to pair up all these elements in order to carry out institutional and social purposes. In this study, it is aimed to provide an illustrative example finding difficulties and their solutions about implementation of the Bologna process in Turkey. Therefore a case study is performed in the Institute of Science and Technology in Kocaeli University, Turkey. Implementation of Bologna Process were investigated via thinking processes of which is the problem solving method in Theory of Constraints (TOC).The theory of constraints (TOC) was conceptualized as a philosophy of continuous improvement and originally developed by Dr Eliyahu Goldratt. First problems in the implemention of bologna process were defined as undesired effects. Then solutions were developed for these undesired effects. In following this, ways how these solutions would be put into practice were presented.
